The work of TF-AIDN is currently focused at the root zone and we have not had discussions on second and other levels.    It would not be possible to undertake the general evaluation of the registry policy by the Task Force.  However, if you have a specific query we can try to respond to it.

Here are the rules we decided to follow and our justification for our simple implementation of the Arabic Langauge:

Justification:

We are going to take a very basic approach to the Arabic language and wait for the recommendation of ICANN on how to best implement Arabic variants.  

Based on RFC 5564 we will make the characters involved in Character Folding canonically equivalent.  That way if someone registers a name using any of these characters; all of its canonically equivalent characters will be blocked from future registration (if used in the same position in an identical domain name)  For example: if domain Ø¢.co (xn–hgb.co) is registered ا.co (xn–mgb.co) cannot be.

(This way all variants will be blocked until such time as ICANN has suggested how to uniformly handle them.  This way we won’t end up with domain names that are truly variants of one another registered).

Following are our Rules:

1.       All current domain name rules apply unless otherwise noted.  (FYI, these generic rules could be different for any given TLD):

a.       1st and last character must be a letter or number  ** see #2.a below for Arabic specific rule

b.      must not begin or end with a hyphen (-).

c.       Underline characters are not allowed

d.      Hyphen (-) is allowed

e.      Spaces or special characters (such as ! $ &) are not allowed

f.        The name cannot exceed 63 characters (excluding the .TLD)

g.       Non IDN Names:

                                                         i.            Letters A-Z (case insensitive)

                                                       ii.            Numbers 0-9

                                                      iii.            The name must have a minimum length of one character

h.      For IDN Names:

                                                         i.            must contain at least one Unicode character associated with the specified language code

                                                       ii.            cannot have two consecutive dashes (--) in the 3rd and 4th positions

2.       Arabic specific:

a.       2 or more consecutive hyphens are not allowed in the Unicode version of a domain name. (example:  ا-- ا.biz is not allowed)

b.      Digits cannot be used at the beginning of a label.

c.       Digits can be used inside or at the end of a label from both sets (Arabic-Indic digits and Latin digits), but not together.  Mixing Arabic and Latin digits is not allowed.

d.      Arabic Characters that are canonically equivalent:

                                                         i.            Teh Marbuta (U+0629) and Heh (U+0647) 

                                                       ii.            Different forms of Hamzah (U+0622, U+0623, U+0625, U+0627)

                                                      iii.            Alef Maksura (U+0649) and Yeh (U+064A)

                                                     iv.            Waw with Hamzah Above (U+0624) and Waw (U+0648)

Thank you for your contact.  We would be greatly interested in hearing what is your approach.  Are you talking about Arabic language or script?  

 

Our current work is for the LGR for the root zone (which is anticipated to be finished toward the end of this year).  Is your query in the context of root zone or second level?
