[TF-AIDN] Documents explaining language tables for external experts

Thanks Meikal,

I think this summary would be good for all the languages. To be honest I
wanna help with Farsi but I have zero knowledge about the technicality so I
don't really know how to participate. Would be good if we could get some
easy briefing for dummies :)
